A dramatic change in France: sued by the courts, McKinsey has just been chosen by the State in a market of 2.5 million euros

The French state seems to have trouble getting rid of McKinsey, this consulting firm whose growing influence in the spheres of power exasperates more than one. However, while he was being prosecuted by the National Financial Prosecutor's Office (PNF), we learn that McKinsey was chosen by the State in a market of 2.5 million euros awarded to consulting firms. Information that risks triggering a huge controversy in the coming days

Consulting firms, once again, in the hot seat. If there is one thing to remember from Emmanuel Macron's two terms as head of France, it is the incessant and sometimes extremely costly recourse to consulting firms to replace state officials. A crisis management that does not fail to cause a lively outcry in France.

And the revelations are going well. Indeed, less than a week ago,  Lecourrier-du-soir.com , based on information from  Liberation , revealed the sum of 477 million euros spent by a branch of Social Security to award consulting firms.

And apparently, Social Security is not the only institution to use cabinets. At the top of the state, all sectors seem concerned, including that in charge of manufacturing passports and identity cards. This is at least what we learned, on January 16, 2023, the media  Consultor.fr , specializing in questions related to firms.

Indeed, according to this source, the national printing office (the institution 100% owned by the State and which is responsible for the production of French identity cards and passports) allocated 2.5 million euros markets to consulting firms. McKinsey's name came up.

“The 100% state-owned institution, which notably manufactures national identity cards and passports, has just awarded 2.5 million euros in consultancy contracts according to documents obtained by Consultor and attributions made public. Among the firms selected: Roland Berger, Oliver Wyman and McKinsey', reveals  Consultor.fr.

And to add: "The National Printing Office, renamed IN Groupe, had launched no less than two consultations last year, in May and July 2022. The first market called on strategy consulting firms to support the Plan in the medium term, PMT (lot 1) with a maximum value of 400,000 euros, and in the identity businesses, a lot 2 endowed with 200,000 euros. This second batch was finally declared without action at the end of June 2022 for "  reason of general interest, IN SA having decided to carry out the services which were planned there internally following the reorganization of its COMEX " , as indicated by Antoine Paoli, its purchasing manager in an official letter. 

According to the information that our media obtained from Consultor.fr, 7 consulting firms applied, but in the end only one was selected. On this,  Consultor  explains: “ING Groupe (national printing, editor's note) decided to bet on a single beneficiary (the maximum number of participants envisaged in the framework agreement was three). It is finally a Parisian firm for the less discreet, Second Opinion, which was privileged to two very large, the specialist in the audit PwC, and the organization, Eurogroup, but also…  One Man Support One, a platform of freelance consultants created by a former Bain employee, Arnaud Sourisseau . Remember that the price criterion weighed in the balance for 50 to 60% in the final selection of candidates”.

Consultor did not forget to describe the profile of the founder of Second Opinion who was an ex of McKinsey. “The lucky winner, therefore, Second Opinion was created in 2017 by Matthieu Pélissié du Rausas, of whom he is the one and only consultant. This engineer with a double degree from the College of Engineers and Ponts et Chaussées (1993) had previously spent his entire professional career at McKinsey, between 1994 and 2017, named Partner in 2001 and Senior Partner in 2007 (a fast track course, it usually takes between 11 and 12 years at McKinsey to be elected partner)”, informs the source.

And that's not all. Consultor speaks of a second market which has been awarded to 5 holders and McKinsey is one of the lucky ones. The final winner of the second market  “   Strategy consulting service – Support for partnership operations or M&A operations  ” has  just been notified, on 13 January. In the end, five holders were chosen, the maximum number of holders registered in this framework agreement with subsequent multi-attribute contracts: Roland Berger, Oliver Wyman, McKinsey and Company, Ylios ( strategy and organization firm acquired by Kea & Partners  in 2021), and Arnaud Sourisseau's One Man Support freelance consultant platform,” the source said.
